Yeah, this sounds too much like it's trying to be weird. I mean, I like weird music, but I like it best when it seems like some effort went into making the music because there's a purpose behind it, and not just because someone's decided that non-linear spoken phrases, a computerized rhythm track, and some irritating blips and squeals would be something "that'd really fuck with people's heads." It's a good joke, but not really an exceptional thing to have committed to record.
